The Principle Bench of O.A.T. is established at State Capital Bhubaneswar and Later on three other benches were established at Cuttack, Sambalpur and Berhampur with the hope of imparting justice at the door step. The main purpose of establishment of this Tribunal is to decide cases Involving matters relating to service conditions of employees within time frame.

In these 23rd years of life span this institution has came through many ups and downs with regard to its mode of functioning. As the Registrar of this institution, I must mention that this institution has tried its level best to impart justice to the Application to the best of its resources and abilities by disposing maximum number of cases as quickly as possible. Tribunal was functioning with only two members i.e. Hon’ble vice Chairman and Hon’ble Member (Judl.).In spite of all constraints both of them tried their best to make the Tribunal Functional in all respect. They took pains by holding Benches at Cuttack, Sambalpur and Berhampur even on holidays i.e. on Saturdays.

It is for the first time in the history of Tribunal that all the post of Chairman, Vice-Chairman and Members of this Tribunal has been filled up and the Tribunal is functioning with its full strength.Working facilities have been improved for the staff members with the hope that they will deliver better performance.
